Background
Hostilities in the Republic of Chechnya erupted a new two
years ago and continue to scar the lives of one million people
in Chechnya and the Republic of Ingushetia. 310,000 people
are still displaced and live with host families or in spontaneous
settlements and camps.
While a permanent solution to the crisis remains to be found,
efforts need to be escalated if the progress made in reducing
suffering and improving people's lives over the past two years
is to be sustained.
The aid community, recognizing that principled and efficient
humanitarian action cannot resolve the root cause of the problem,
would like to see all parties seek just and lasting peaceful
solutions.
Results of the numerous surveys and assessment
missions carried out in Chechnya and Ingushetia by the UN,
ICRC and NGOs clearly indicate that the vast majority of the
population are in need of humanitarian assistance to survive.
Joint WFP and UNHCR household food economy surveys carried
out in 2001 in Grozny city, Grozny Rural, Achkhoy-Martan and
Sunzha districts showed that 70% of the average population
live in poverty.
The ICRC Economic Security Review in August 2002 revealed
60% of the total population of the republic is vulnerable
and therefore recommended a continuation of humanitarian assistance.
The household economy assessment carried out by DRC in July
2002 in the districts of Urus-Martan, Shali, Kurchloy, and
Nozhay Yurt revealed that 78% of the population fall in the
category of 'very poor' and 'poor' and are in need of humanitarian
assistance.
The unemployment rate among the population exceeds 90%.
In the republic of Ingushetia WFP has been providing basic
food rations for all registered IDPs from Chechnya since February
2000. Since February 2000, the number of registered IDPS from
Chechnya has gradually gone down from 150,000 to 116,000.

Project Activities
The objective of the emergency operation is to
ensure that the basic nutritional needs of IDPs and of the
food-insecure vulnerable population are met.
Project Objective
Each month there is a food distribution in Ingushetia - Nazran
region and Alina and Spoutnik camps; Chechnya - Grozny rural
and Goudermes rural area.

Beneficiaries
The beneficiaries of the relief programme are the most vulnerable
groups: disabled, orphans, elderly people, and families with
many children.
In October 2002 IR distributed approximately 500 tons of wheat.
The distributions are carried out at 19 distribution
points, assisting approximately 29,000 people residing in
24 villages in the Grozny Rural region. In the Nazran region
of Ingushetia, 11,000 people were assisted, in Alina, 4,200
people were assisted and in Spoutnik 5,400 people were assisted.
