Pakistan-administered Kashmir Community Water and Sanitation Programme (KCWP)

Project Overview
The people of Neelum Valley have suffered from over 40 years of tension and conflict between India and Pakistan. Ongiong artillery, mortar and gun fire across the border has resulted in thousands of deaths and horrific injuries amongst civilians.

To bring relief to the people of Pakistan-administered Kashmir*, Islamic Relief designed the Kashmir Community Water and Sanitation Programme which is part of the Neelum Valley Integrated Development Programme (NVIDP), worth over £½ million.

Islamic Relief received European Commission (EC) funding worth €662,416 in 2001.

Project Background
Neelum Valley is one of the poorest areas of Kashmir. The security situation has had a drastic effect on livelihoods, contributing to severe levels of poverty.

There are problems accessing even basic facilities such as clean water, healthcare and education.

Mountain springs are currently the main source of drinking water in the district, but they are often far from the villages. Collecting water is not only laborious but during cross-border shelling it becomes a very hazardous task.

Inadequate sanitation contributes to the spread of disease. Human waste can also contaminate water supplies. Children are especially vulnerable to diarrhoea and water-borne diseases, which claim many lives.

The programme aims to improve access to clean drinking water and sanitation for 4000 rural households situated in 100 communities in Neelum Valley District, Muzaffarabad, Pakistan-administered Kashmir*.

Project Activities
The programme aims to:

  • Construct 100 fully functioning, community-managed water supply schemes by 20

  • Construct 300 functional latrines.

  • Train 30 hygiene promoters.

Project Objectives
The programme aims to bring sustainable improvement in the health and well being of the people of Neelum Valley.

Beneficiaries
Improved access to clean drinking water, sanitation and hygiene promotion will have a positive impact on the health of the population, particularly children who are most vulnerable to diseases.

The KCWP programme will build on Islamic Relief's pilot programme in Sadhnuti, Kashmir where clean drinking water was provided for local villages.
