Healthcare Programme - Ingushetia

Project Overview
The Islamic Relief Healthcare Programme has been implemented in Ingushetia since 2000. From January 2002 the Healthcare Programmes in Sputnik and Alina IDP camps have been sponsored by CAFOD (Catholic Fund for Overseas Development), and the "Bella" clinic has been funded by HCI (Human Concern International) Canada. Islamic Relief also works in partnership with UNICEF.

It is very rare for a patient attending the clinics to have a single health problem. Generally most of the patients suffer from at least 2 or 3 diseases.
Children suffer from serious diseases that are often accompanied by indigestion, while adults suffer from chronic diseases of the internal systems


Project Background
Hostilities in the Republic of Chechnya erupted anew two years ago and continue to scar the lives of one million people in Chechnya and the Republic of Ingushetia. 310,000 people are still displaced and live with host families or in spontaneous settlements and camps. While a permanent solution to the crisis remains to be found, efforts need to be escalated if the progress made in reducing suffering and improving people's lives over the past two years is to be sustained.

The aid community, recognizing that principled and efficient humanitarian action cannot resolve the root cause of the problem, would like to see all parties seek just and lasting peaceful solutions.

In Ingushetia the incidence of diseases linked with complex emergencies (communicable diseases, health problems in children and pregnant women) either levelled off or showed moderate but steady improvement. However, emergency conditions still exist in Chechnya and the comparatively stable situation in Ingushetia could worsen at any time.
Apart from the increased risk of a further spread of tuberculosis, and the stark likelihood of a dramatic escalation in HIV infection, there is a real need for mental health rehabilitation in a significant part of the affected population.

The continuing shortage, irregularity and inequity in the provision of health care for women and children, who represent the majority of the most vulnerable population, will have a cumulative negative impact. Existing shortcomings in immunisation coverage also require speedy intervention.

Project Objective

  • Increasing of the level of literacy in the healthcare sphere

  • Involving the population in the health problems faced by the Internally Displaced

Project Activities
Since January 2000 IR has been running two clinics in the camps of "Alina" and "Sputnik". The two clinics are identical - each has 5 consulting rooms, 1 procedural room, a boiler-house and 2 attached ambulances. In December 2001 IR launched a new clinic in the "Bella" camp. All three clinics are open 24 hours a day.)

Beneficiaries
4,200 IDPs in Alina tent camp, 5,400 IDPs in Spoutnik camp, and 3,600 IDPs in Bella camp.
